All it does is make a small MS Dos window that pops up, and quickly closes itself. Regular Mame works fine on my computer, which is a AMD K6 w/ windows 98. I've tried versions .56 and .66 of fast mame.

If this post is not a troll, start by reading the documentation that comes with Mame. Reading the documentation that comes with the software is always a good place to start.

FastMAME works the exact same as other command-line versions. It even uses the same command line switches. If you can get MAME .66 to work, you can get FastMAME .66 to work.

When he says "regular Mame" he probably means MAME32.
