Also in Windows 2000 I might note.  It's part of the accessibility programs.

Is there a way to get to popup during Golden Tee Golf when you enter in your name?

Maybe an ALT-Tab or something.  You could also make a shortcut to it on the desktop, and then in that shortcut make a keyboard "shortcut" to launch to shortcut.  (wow that sounds confusing).
