I will be removing my TV from its plastic casing to place it into my cab, do i need to discharged the TV for doing this?

No.
Discharging the TV is for maintainence and repair of the circuit boards inside the TV.
The reason to discharge the TV is if you are planning to remove the circuit boards found inside the TV and on the end of the picture tube to remove, replace, or resolder components on the circuit borads.
However, do stay away from that anode wire!!!
It is the big suction cup looking thing attached to the smooth part of the picture tube. This is what contains the High Voltage.
Remember to unplug the TV befored you start messing with it. Also don't poke around the electronics any more than you have to for safety sake.

I had to "persuade" the TV into the cab because the cab had 25 1/8" of clearance, and the TV was about 25 3/4" wide, but I was able to squeeze it in there with out having to de-case. I just made some relief cuts and the plastic case had enough give to it that it went in.

Hey, just curious...are you building a cab around a TV you have already or are you installing a TV in an existing cab?

Im build my cab around a TV i have, 28" Toshiba TV. Ive left an inch and a half each side of the TV frame so in the future if i want to get a bigger TV then i can. The only reason i decasing the set is it has speakers on either side of the screen, plus the speakers dont work properly anymore (it was part of the problem why i got the set for

Oh, I see... well in that case, it would probably be a good idea to discharge the TV if you have a discharge tool, and if you feel somewhat comfortable doing it. I really don't know if you have to, but it would be the safest thing.
As you can see in my project, I just removed the rear case of the TV, modded it, then stuck it right back on then inserted the whole TV in my cabinet. I thought about fully decasing, but I figured it would be a lot safer to keep it in the case. And it worked out really well because the bezel covers up anything that gives it away as a TV (power button, volume button, etc.)
If the TV will go in the cabinet fully encased, you could just make a bezel that would cover everything except the screen.
There was some guy who did the same thing you want to do, first he cut the speakers off, and put it in the cab. Then he went ahead and fully decased it and attached the circuit board on the inside shelf of the cabinet.
