I already have mamewah and mame running on my machine. I want to update my roms to a new set that I have and need to know whats the best way to do this? Can I just delete everything in the mame folders (snapshots, roms etc) and download the new stuff?
Will I run into any problems? I am running this one windows xp.

Get new roms, create new folder with new mame version, new roms, etc. Test things and then blow away old area.
Save yourself some frustration by keeping your old working stuff around until the new stuff is set up.

Is it possible to DOWNGRADE roms?
From what I've read on those sites, it is only for upgrading?
(If I can downgrade, where can I find a DAT file for 0.78?)

yes it's possible, I've used it before to make a .55 set.

You don't need to download a dat file, you can create it using the version of mame that you need a dat file for. It's in the docs or the faq or the online usage thing.
