My question is

Yes, this will work on a regular PC. It is a 30-38KHz monitor, so it will only do VGA and SVGA (640x480 and 800x600). It uses a standard 15-pin D-Sub connector (ie: the "VGA" connector that comes out of your PC's video card).
You cannot use this monitor to do low-frequency modes, such as the 15KHz and 24KHz modes than an ArcadeVGA can output.

thanks Elvis, Is it a big deal that it won't support low-frequency modes. Would it affect the appearance of Mame games? Do you know if it includes the sub connector cable or do i have to buy it separately ?
thanks again for the help :)

It just means that you cannot run arcade pcb's on the monitor - only video sources that output VGA, such as a computer or Naomi =)
