Do you live in a high-rise?

Actually, do you have power that causes the lights to flicker and dim sometimes?

I have a Sony which I bought in '98. After a couple moves, it did what you described. When it did that, I was living on the 10th floor, and our power was a bit "dirty" (enough so that my power supply in my PC fried at one point). Anyways, I thought the noise was due to age and moving it around, but then I moved again, this time into a new house and now my monitor makes no noise at all. (maybe jostling it fixed it, or maybe the noise is a voltage symptom)

Since you say "some games" -- You're probably overdriving the scan rate of the monitor.. Get out the manual and see what it supports and then limit your graphics card and mame to only do what is in range.  You could fry the yoke or deflection circuitry if you're running it out of spec.
