Title: Display problem

I have a 20" Hantarex MTC9000 monitor which is running from my arcadeVGA card and i am now getting a great picture but i have a slight display problem which i am hoping someone can help me with.
The games display great, the top 2 inches of the screen look perfect but below that i have what appears to be a black/grey image over the rest of the screen.
I dont have a camera and my webcam takes a bad picture so i have mocked up some examples in paintshop to give an idea of what i am getting below.

It seems that the image is too big and going off the screen and rolling back on itself, which i have seen on pc monitors before and adjusted them to correct it.
My MTC900 is a different story though as the H and V controls have been adjusted every which way but loose to no avail.
Could it be that some of the capacitors with age are causing it maybe?
I know it is the monitor that is the problem and not the pc setup as i still get this when i turn the monitor on without booting the pc.
As always any help would be great and i will try to get some actual screenshots if possible to show the real display rather than my rather shoddy mock up :P

Yes, capacitors fail frequently on this monitor. I'd get a capkit for this right away if I were you.
