Sorry if this has been repeated before... but, I'm having trouble finding info on this through the search feature.
When I play a game like Robocop.. where the background scrolls smoothly, I get a shift sometimes in sections of the graphics.. They fall behind (that's the best way I can think of to describe it at the moment) and then have to catch up... A slight judder.
I'm sure someone here can figure out what I'm trying to explain.
And I'm also pretty sure that this can probably be fixed in the .ini ? I tried Vsync refresh, but that didn't seem to do a lot.
My TV is an RCA.. and it says it has a digital comb filter, which I thought should help this kind of thing?

Nothing to do with your monitor (or, for the most part, your choice of video card) at all. Entirely a Mame emulation issue. Perhaps ask the mods to move this to the SOFTWARE forum. The VSync option is supposed to help IIRC, but I mainly use real arcade boards and dont mess too much with Mame, so best to ask in the software fourm perhaps?
Digital comb filter only prevents DOT CRAWL on Composite/RF video input. (Display a NTSC color bar on composite input and watch the dots "crawl" up the screen between a few of the color bars on sets without comb filters)
