Uh..looking for a new video card with s-video out and composite input.Budget is around $50-$100.Suggestions are welcome and thanks in advance !

An older series Radeon card would fit that bill... last I knew the 7200 was going for around $30.

I use a GeForce 2/MX with S-Video Out that works great. I can't imagine the card costing more then $50.

Can S-video be hacked into RGB?

If you plan on getting an ActLabs TV light gun, then I would go with Nvidia and not Radeon since some Radeon cards do not interface nicely with the ActLabs TV gun. The display screen is shakey and not centered.....
The card I had trouble with was a Radeon 7000. I called ActLabs and they told me to get a different video card..... so I used a cheap Nvidia card instead and everything worked fine.
PS: The Radeon card works fine for Mame though, just had trouble with the light gun.

Not easily, afaik.
unclet: I'm sure when I used my Act Labs gun, it was with a Radeon 7000 series (a built-by ATI budget model) and it worked OK...I don't doubt what you say tho!

Could be .... I simply could not get the display working and called ActLabs for help and they admitted they had trouble with some Radeon cards and told me their "fix" was to try to use a different video card .... so I got a cheap Nvidia one and that worked. I did not spend time on this issue at all, since buying a cheapy video card seemed very easy and stress-free ;D
But, your point about Radeon cards working for others could very well be true....
