I currently run the standard Mame build, and I would like to know if I took the Athlon build it would be better. My CPU is an AMD Athlon 64 3200+ . I don't have speed issues so I don't know if it would be better.

I guess a 5-10% you can expect a 5-10% improvement using an optimized athlon build. But it won't matter for most games which will already be running at full speed.
FastMame may make psx games fully playable (if they are not already).

I'm not saying you absolutely have to use an optimized build of MAME You may not see benefits from one.
If you are having trouble running certain games and their frame rate is in above 90% then an optimized build may get those games to 100%. If the rate is 10% it will not make a difference.
Edit- Another thing to try is to see if the game runs faster on an older version of MAME.
