I have a 17 inch crt running mame32 in my newly finished cocktail cab. The problem is that no matter what adjustments i make I can get ti to fullscreen while running games in mame. I have an upright that works fine but i cant get this one to go to fullscreen ;D

when you say you can't get "fullscreen", does that mean you have mame running in windowed mode, or that there are black borders around the image?
Also, is it a TV? 15kHz arcade monitor? VGA PC monitor?

It is a Vga pc monitor and i mean when mame32 is running i cannot get the games to go fullscreen they have black borders

Things to try:
1. check the resolution you are asking mame to run at.
2. adjust your monitors height and width controls.
Of course remember that if you are running vertical games on a horizontal monitor there will be black borders on the sides unless you "stretch" the image.

I am asking mame to run a 1024 x 768.
That is what i have the resolution on windows set at.
Yes I know vertical games wont go fullscreen on my horizontal monitor
It still wont go fullscreen on regular NON horizontal games

Sounds like the monitor is switching resolutions when mame32 fires up the game.
When mame32 shoots up the "type OK to continue" screen, just use your monitor controls to adjust the size of the screen so the white border fills up the screen.
