I'm working on some artwork for my control panel underlay, that will be printed at Kinkos on indoor vinyl, and I'm having some trouble with the color. I had a couple of proofs printed before I bite the bullet and get the whole thing printed.
The top two images are from the file I handed them, the next two were scanned from the indoor vinyl proof, and bottom two were scanned from their laser proof on paper.

The laser proof is much closer to how I'd like the final color, but still not perfect. How should the file be tweaked to at least help with the final results?

I would suggest asking them. Ask to speak with the person who has worked there the longest, or has the most experience with color correction & accuracy.
Color correction can be a very difficult & expensive problem. There are multiple factors.
1. The colorspace you are working in,
2. The paper you are outputtin to
3. The type of machine doing the printing.
4. The ink used.
Purples & blues are absolutely & consistently hard to correct, and very hard to get accurate.
The only suggestion I would make is to convert your art to CMYK. Almost all printers work in CMYK, rather than RGB. You might try to darken the image up a little bit.
Without having a competent person available at Kinko's there will be some difficulties.
