This circuit board from my CRT TV has the wires coming in from this harness, with the top two are labelled "pwr" and "gnd".
If I clip these two wires, and wire them up to a separate momentary switch, will that turn the TV on? Seems to me it should?

Um... no.
That is power and ground to the circuit. See all those other wires, those are the signal wires from the buttons. Your best bet would just be to unsolder the ONE button that is the power button and then solder in extension wires out to a button.

Ok thank you. I obviously have zero knowledge about this sort of thing.
The power button is just like the buttons pictured here. Basically, I need to desolder them, and solder in two wires going to a button?

Yes, or leave the original button in and connect the extra power button in parallel.
Doing so, you can use either one to power the system.
Those buttons have 4 connections.
Normally The 2 on one side and 2 on the other side are connected to each other.
If you press the button, all 4 are connected to each other.
Sometimes however, 2 of them are only used for fixation of the button.
