Without. Put the name on the marquee. I would align the top 6 admin buttons. What on earth are the rectangular black areas in the center?

Agree with EMDB about dropping the name (especially that name, unless you love designing websites with Adobe tools?) Im guessing the rectangles are for the toggle switches for turning those things off and on? CP is an odd place for those, why not inside a coin door or something?
