I've just installed about every Genesis, SNES, NES, 2600, and none of them (barring 1) could be set to Exit with the ESC key, most won't launch fullscreen from the start, some won't launch a game ran as an argument. MESS is the closest but requires a bizarre amount of file renaming to work with anything, same with HazeMD.
I have searched the forum, but the words "console, arcade, cabinet, and emulator" show up in EVERYTHING.
Can someone share a list of some they have discovered (with version numbers if possible). I'm looking for pretty much all of the old console emulators that can work smoothly in my cabinet (running 32-bit Win 7).

I wish a master list of this nature did exist somewhere.
I, like you had to search high and low.
I have a few set up on my Mario MAME using MaLa.
I've had issues where some emulators don't let you change the keys to match that of the ipac.
(that is perhaps my biggest issue)
However I've got some NES, SNES, etc emulators running.
I'll try and get the info up asap.
I also think that a newer (newest) version of N64 emulator lets you configure all keys.

I just started with adding emus to my cab, where I use Mala and standard Mame key-bindings, so all emus need to play nice with that.
The Kega Fusion v3.64 that you listed works great with a cabinet, as it has decent command line support:
Fusion <rom> [console] [country ] [-fullscreen]
console = -sms, -gg, -gen, -md, -32x, -scd, -mcd
country = -usa -jap -eur -auto
It can also be configured to exit upon pressing the ESC key. Setting up the key-bindings was kinda annoying as binding ALT from within the GUI doesn't really work. So I had to manually edit an ini file. With Kega Fusion you have most classic Sega consoles covered.
For SNES I am currently trying out Snes9x v1.53. Some things I ran into were that it will only startup fullscreen if it was running fullscreen the last time you closed it. Also you can only exit through Alt+F4. But with Mala I can just configure Esc as a Hotkey to exit the emulator. Setting up the key-bindings was easy. I wanted to try Higan v0.93 as it is supposed to be a highly accurate emulator, but there is no documentation, and apparently no command line. There is also RetroArch v0.9.9, but it either complained about missing DLLs after I installed it, or it showed a GUI and stopped responding.
Next step for me is selecting a NES emulator.

I use mednafen for nes/gba/gb/pce. Greate command line based multi emu.

I use maximus arcade for my front end, and it exits the emulators automatically when you press the esc key (or whatever key you set it too).
