Title: What is an earth rail?

So I am preparing to eventually discharge my monitor so that I can replace it sometime in the near future.   Of course, I am reading over the guide.

The part I am not 100% clear on is where to hook the other side of the alligator clip to?  It says to clip it to the "earth rail running around the monitor".   I guess I don't know what that means.  Attached are a few pictures of my monitor.  Can someone help me figure out specifically where to hook up the other side of the alligator clip to please?

So just anywhere on the metal frame with the handles?

Yea I just take an alligator clip with a wire clip it to the frame and the other end connected to a screw driver. Put one hand behind your back to you don't touch anything else and push the screwdriver under the cap, hitting the metal.

OK, thanks!   I'll probably give it a shot this weekend once I've got the new monitor ready!
