Title: Name 3 to 5 arcade games that a arcade should have.

Spyhunter, Karate champ and Gauntlet  ;D
And of course all the older classics like Donkey Kong, Defender and Pacman etc.

Sounds more like an "everything else" topic, but I'll bite. 

Ms Pac-man
19xx/Gradius/Paridous (Your Preference)
Metal Slug 3
TMNT/TMNT II/X-Men/The Simpsons/Final Fight (Your Preference)
Street Fighter II/Mortal Kombat II (Your preference)

That will cover all your major genres with high profile titles for each.

This is of course assuming that it's a joystick only cabinet.  Driving cabs and other specialty cabs obviously get another list.

doesnt have to be limited to one cabinet, i'm just saying what games are a must when you visit a arcade (yeah i konw they really dont exist anymore)

Street Fighter II
Neo Geo... Metal Slug in there, probably Bust a Move
Centipede
Donkey Kong

I think I would expand the list to five games, but I won't give specific game names, but I'll list the genre:

Favorite shooter game (lightgun optional)
Favorite fighting game
Favorite driving game
Favorive sports game
Favorite classic game in your holy grail list

Donkey Kong
Ms Pacman
Bust-A-Move
Every arcade should have at least one pinball machine as well.

There are a lot of other games I might choose above these, but of my games, those are the ones that people actually play. No one seems to want to play Tempest or Gyruss, which are two of my favorites.

Some variant of Street Fighter 2 (personally I prefer Super SF2 Turbo)

I have had an upright and a cocktail Space Invaders. I even had a SI pinball. All of them were incredibly boring. I have also had Asteroids, Spy Hunter, Zaxxon, DK Jr, and Tetris. I liked all of them when I was a kid, but I just didn't play them much when I owned them. I have the Spy Hunter controls to add to the MAME cab since I like to play it once in a while, but I could live without playing the others again. I do play Frogger and Tron in MAME fairly often, so if I had a lot more space for games, I would probably get those.

TMNT 4player "any of the TMNT titles it's just a good brawler"
Simpsons 4player "first and only arcade game that my dad and I played together to completion he easily dropped 20 dollars in quarters for us to beat that game"
Bad-Dudes vs Dragon Ninja "for whatever reason when my grandma took me to Aladdin's Castle with my report card it was always the first game I went to good memories"
Sly Spy "another great Data-East game"
Carn-Evil "one of my favorite gun games

If you are trying to please yourself, choose your favorite three. Easy, huh?  ;)

If you are trying to please the general public, I'd go with Ms. Pac-Man, Donkey Kong, and Galaga. Next I'd choose Centipede. I think the easier games would be more universally appealing; games like Defender may be difficult for newbies.

If you have those everyone will love you machine and stay on it all night.  When you show them thousands of choices their eyes glaze and they ask for one of the above listed.

TMNT (4 player insanity)

If I were to make it top 10 I'd say

DK & DK Jr (I'll count as one, lol)
Shadow Dancer and/or Shinobi
Ninja Gaiden
Double Dragon
Final Fight

and for good measure a good ol WWF game
