I'm not sure what term to use for this kind of symptom, so I'll just post a video of it! It has some shakiness often times, and it is more pronounced when there is a brighter background.
Changing my brightness and contrast both on the front knobs and on the flyback don't remedy the issue for more than a few minutes, and I'm wondering if it could be something on the harness itself. There usually isn't any kind of shakiness when the monitor first powers on.
The monitor hasn't always done this (it started about 2 months after I had gotten my arcade). Sometimes there is shakiness, or just a black line flickering across the monitor during use.
I haven't touched the harness aside from testing the hold, focus, and brightness. I'm wondering if anyone here is familiar with a problem like this. I've looked at the board but my knowledge is pretty limited regarding abnormalities on the board (aside from broken capacitors, or other substances on the board).
I have tried putting it back how I got it by undoing my JPAC and just plugging everything into the board again, but the problem still persisted.

I had a similar looking issue on a K7400:

Turned out to be the video card. Have you tried connecting it to a different source?

make sure your video wires aren't running beside the high voltage wires for the neck card/anode.
the high voltage induced in the cable can cause something that looks like that in the video.
also check to make sure the grounds are all tied together properly. if the computer or the monitor has a funky ground different from the rest of the system, you can get audio/video noise.

I have tried connecting it back to its original JAMMA board (Ehrgeiz) and it still shared the same issues I am having now. Taking the video card out of the equation didn't fix that, sadly :(

I just tried doing what you mentioned. There are no cables next to the neck card/anode, or near the wires coming off of those. It played for a few minutes without any shakiness (just turned the arcade monitor on). However, after a few minutes, it began to have violent shakiness once again :(.

if you haven't re-capped this board, it might just be time to. You may have a cap in the horizontal deflection circuit that's starting to get dried out and drifting out of spec.
also try giving your horizontal controls a wipe back and forth (horizontal size/ position) it might be a dirty contact on the potentiometer.

What would you suggest I use to clean the controls besides a q-tip and rubbing alcohol (if that's even a good idea!)?
Also, is there a link for purchasing a cap kit specific to this model board/tube?

right off the bat , change that 47uF@160v cap !
then as lilshawn suggested , check 'lytic caps around the Hosc IC.
use contact cleaner ( deoxit/tuner cleaner or similar) in a pinch , a small shot of WD-40 into the pot ( PWR OFF ) and rotate ctl back and forth a few times .
and marking the start position CAN save realignment later ;)
