After reading the specs, I found it amusing, but not very informative. So what am I missing? What is the application for this cable?

I think you're more confused than I am. Look at the connections on the cable i linked to.
I have a PSP cable for video output. I actually have a composite, and a component. But they use the special connecter tied in with the earphone jack for video output.
The cable on ebay has a USB male connector and 3 female RCAs. I didn't think the PSP outputed any video via USB, and certainly not a full sized USB.
And if I were to turn it around, I could certainly connect the RGB RCAs to my component output cable, but then where would the USB male connector go to?
But thanks for that link. I have tried to connect my 2000 PSP to my downstairs TV (only Composite, not component), and it gave me the error about needing a component display. I'll have to try the composite cable with my daughter's 3000 to see if it works as that article stated.

I have an old, fat PSP. I don't even know how it outputs video. Never tried, nor will I. But it certainly isn't through a full-sized USB, as it doesn't have a female full-size port. It does have a mini-USB port for charging and data transfer, but I don't know about video.

I've seen some digital cameras use a USB-> RCA cable for video out, but they are just utilising the connections (USB is turned off, and it routes video/audio to the USB pins. Probably Vid, Left Audio, Right Audio and a shared ground)
This won't do anything unless 1) the PSP has been designed to pass out analogue video/audio directly onto the USB pins. 2) The cable itself has an inbuilt USB device that can interface with the PSP to clone the framebuffer. This would require drivers on the PSP firmware/OS (so design or homebrew) as well as a spectacularly small USB device and AV decoder in the USB plug. Given the price, that is not the case.
(1) is the only viable option here, and I did not think PSP's could do this - but I don't own one. There is PSP homebrew software that lets you clone the video onto the PC screen via USB - but that is a USB->USB cable, and they simply pass the framebuffer as data to the PC and let the PC decode the image.

I'm just beginning to think its a simple typo. Its listed as a "piece of USB", and I think it should be listed as a "piece of -*self sensored*-" !

Can you charge a fat PSP through the USB port???

Oops. No. Separate connection for the AC adapter.
Or at least, I don't think you can charge it via the mini-USB. Never tried.

Used to do this with old TVs years ago. Always made me wonder if it would be possible to rig a second soundcard to an amplifier, connected this way, and drive the yoke for a home-made vector monitor kind of like this guy did with an oscilloscope:
