For 4:3 I would go with 20-21" if you can find it.  The largest size you will find is 21", but those are getting hard to find now.  For tech info you will want to see Anandtech's LCD thread here.  Pay attention to the differences between VA/IPS/TN panels (described at the top).

Skip all the cheap <$200 panels if you want any kind of quality.  Those are all TN panels, and most times they are widescreen.  Rotated TN panels look like crap.

Things to check for quickly if you are looking at a particular model:
1) Vesa mount - panels that don't have a Vesa mount are TN.  They are not meant to be rotated.  A lot of cheap panels have come out recently that eliminate the Vesa mount, and instead use some POS built-in mount which provides at most tilt function (not even height adjustment).
2) DVI or HDMI connector - if all you see is RGB connectors then keep looking.  The days of bad convergence and linearity need to just end already.

I was in the market recently to get another 20"-21" 4:3 panel and the lowest cost decent 4:3 panel I could find was the Dell 2007FP here.  It is either PVA or IPS (there is no way to know which one you will get).  Personally I prefer PVA panels, but many like IPS better.

There used to be other good 4:3 panels - Samsung 213T, 214T (21") or the Viewsonic VP series (20").  I can't find sources for those anymore.  Perhaps someone else knows.

I agree the Dell 2007 is one of the best options. The S-PVA version has the blackest black, but the IPS wins on input-lag. So if you wa'nt the prettiest picture, you're better of with the S-PVA version, if you're a die hard Donkey Kong player and critical on fast response, go for the IPS.
The HP 2065 is another 4:3 1600x1200 pixel IPS monitor
19 inch panels are all 5:4, not real 4:3, and they are always TN, which means horrible viewing angles when mounted vertical. The HP has either an IPS or an A-MVA screen. The latter seems to be better in response times as S-PVA, and similar regarding black values.

If its mainly for classic games, I would still consider a 19" arcade monitor.  They aren't too bad (especially if you get one that takes standard power and a vga connector)...

Yes you need to be careful with the backside (very careful).  But if you are building a box for it, just do that first and mount it.  Your careful for like a day before its done and safe again.

if your playing ANY pc games on it though...  Either go for a video card that can 4x AA  (640x480 or 800x600 with 4x AA actually looks really good..  but not all games can do that).

But all in all... LCD's are easier...and if you don't have something to compare it too, it will look fine.  (like joysticks... some ARE better then others... but even the cheap ones are 1000x better then a keyboard... and are perfectly fine when you don't have a reference :) )
