dreamcast vga adapter at 15hz?

Yes...but it is a very easy way to hook your Dreamcast to an arcade monitor (which I presume the original poster wants to do).

Also, IMO this looks better than a DC on a VGA monitor (in most games).

if you have the clear plastic boxed vga box you cut wire 6 inside the box and it puts it in permanent 15k mode add a standard switch to it and then it can be switched between tv vga and cga  ;)

Yes to all questions.  I did a post on using a simple DC VGA cable hack to get a 15kHz output...
