Comes from their bandwidth. YouTube seems to be ok with that as they provide the code to web operators to embed video pretty much anywhere on your site from their servers.

I wonder what they get from that... I guess it's less bandwidth than everyone just linking to their pages, but then again, at least that gets users onto their site. This is just serving up content to anyone anywhere with little in return.

My guess is they are banking on the exposure. The youtube logo is conveniently displayed on the bottom right.
