How to test 4116 chips?

Do these chips need to be programmed? I know that there are 24 chips total. How can I test to verify if they are defective on my defender pcb. If the chips need to be programmed, how do I do it? I am not paying $10 per chip. I see that I can get the chips for 50 cents each.

Those are dynamic RAM, so there's no need to program them.  They are supposedly known to fail pretty easily.  If you want to test them, I think the SuperPro series from Xeltek can run checks on them, but it may be easier to just replace them all, especially if they're socketed to begin with and you have known good replacements.

Bob Roberts was selling them for $20 for 24 chips before.
Not sure if he still has that deal going.

But Arcade Chips would only be $12.00 for 24.
