Moniter is here, Arcade VGA over there, and a bunch of chopped wires in middle.

yeah i'm sorry its just the first thing to do is learn how to use a meter,otherwise you could get the wrong info
the pin connection is pretty straight forward,obviously you will have to cut one of the svga plugs off then strip back the wires then use your meter to trace i.e red(some svga have seperate grounds for each input some don't)
so using the link that krick gave you red will go from pin1(svga) to pin 1(vga)
following;
2 to 2
3 to 3
13 to 4
14 to 5
6 to 6
7 to 7
8 to 8
10 to 9
alternatively you should be able to purchase an adaptor thus sorting your problem with ease :tool: ;D

I took a look at that site but it doesnt tell me anything that I dont already know. My monitor lists what pin is what and Ultimarcs site lists what pin is which.

What I have is a cut 15 pin cable that I need to conect a 9pin end on so I cut the cable and striped the wires. They are not marked they are just colored. How do I know which wire is the #1 pin ect. :hissy: :cheers:

If you get a nice bright light (and maybe a magnifying glass) you can see the pin numbers formed into the plastic right next to the pins. 

So set your multi-meter to ohms (or better yet, continuity) and put the red probe to a wire and keep hitting pins with the black probe until you hear a beep (or you get a display full of zeroes.)  Write down which pin is associated with which colored wire, and repeat until you have the cable mapped out.

Then do the same on the other cable.

Then compare the pinouts of each, line up the signals of the same name and connect them together.

You will need to wire the H and V sync lines of the VGA cable together and connect those to the composite sync line of the monitor.
