Does the computer in this machine use a motherboard with integrated Intel graphics?  If so, this is a known problem with the Intel drivers.    There's an "auto rotate" setting in the driver options that needs to be unchecked.  You'll have to dig a bit to find it.  Ignore the rest of the suggestions about specifying a resolution.  The problem is that "auto rotate" option in the driver.

The Problem is he can't get mame to rotate sideways not the other way around

Im Back! I had a guy have a look and he thinks he has fixed it but when the mame goes to launch it comes up with a MaLa prompt saying `Error reading game list` can u tell me how to fix this. thanks

Not without knowing what he has changed?

If I where you I would recreate the Gamelist again by setting up mame from scratch (its pretty easy)
