Running a .exe (windows) file via dos?

Quick question,  

I created a small Mame(Title screen w/music) using some authoring software and I'm not able to load it via dos?  I saved it as an .exe file and when I try to run it in Dos, it says something like "this program must be run through windows" .   So I'm just wonder if there's a was I can load this program in DOS using some sorta of driver or something.   I basically want to have this little .exe file run before my menu systems loads ArcadeOS.  Hope that makes sense?

Is it animated, or is it just a single image with an MP3 background?  I might be able to whip up a DOS version...

It's actually a picture with a Wav file in the background. It's really simple, just has the standard MAME logo in blue and then plays a little upbeat music for about 10 seconds before ending.
