That's what I do.  Specifically, I use MultiRes (www.entechtaiwan.com) to specify that 800x600 should be at 85 Hz.  Set that up in windows to display full-screen, and then use -hws to make MAME play it that way.

DarthBane2k - Most newer graphics drivers also allow you to adjust these settings through the driver screen.

Graphics Drivers - not monitor drivers - ATI Catalyst, Nvidia (uhh, whatever they call it).

I had the same problem and wound up having to twiddle with the zoom feature in MAME32.  Most of the time, it's set to 3, but I've noticed that most Capcom games I have to set at 5 in order for them to fill my whole monitor.  Haven't had a problem since.
