I just sent an email to my hosting provider. I'd hate to have to move everything, but I may do just that over xmas break if the stupid thing doesn't keep going away all the time.

Didn't they give you an SLA (service level agreement)? AKA - your site will be up X% of the time. Ask them if they have an SLA and then ask if they have proof of uptime.
