DESPERATE! PC wont boot w/o Monitor

Hey guys-
My PC won't boot unless I have my PC monitor plugged in. I have my tv plugged into the card via s-video, but, it won't boot unless I have a PC monitor plugged in as well. I went into BIOS and disabled the 'Halt on any errors' feature, but still does the same thing. It just beeps upon boot, and does nothing- I don't even think it hits a RAM check.  Is there a work around for this? I certainly dont want to have to pull out the cab, hook up a monitor each time I want to reboot. HELLLP!!!

BTW- not sure if this is related or not, but- when I have BOTH the PC monitor and tv hooked up, I don't get anything on the TV until windows actually starts to boot up. When it finally shows, it's black and white, and the screen flickers until it shows the desktop. Once it shows the desktop, the tv has a normal picture.

I believe I have an ATI Radeon in there, I can check if I need to.  Can you guys help?

Actually-
This might be a couple different problems.  Even when the monitor IS plugged in- 80% of the time, it does the same thing. Beeps and sits there, not showing anything on the screen.  I then hit the reset button a number of times until it doesn't beep and then it starts up normally.

I've checked to make sure the video card is seated properly, and it is. Can this be any other problem that you guys know of?

ok- just tried reseating the ram into a different slot- got the same error. You guys think the ram is bad?  Thanks...

Oh man- yeah, I'll try that next. I just had the ram checked- passed all the tests. So, it's not the ram.  I'll check in the BIOS and see.

What's weird is- if I reboot enough times, it'll eventually startup for me. Then, everything is fine, until I reboot again. So I just don't get it. I'll check the BIOS again for the AGP thing and post back.
