I'm trying to figure under what circumstances you would use Illustrator and Photoshop.  I want to design a Marquee.  At what point would it be better to switch between programs?  What are the strengths and weaknesses of both programs?

For example, I want a background of a castle with a few family crests on top of the image.  I'd also like to put two characters dueling each other back to back.  Is it better to use Illustrator for using text?

For that job use Photoshop, basically photoshop is a very powerfull tool for image or photo manipulations, like photo mixing, enchancing, etc. Illustrator is better suited, but not limited to, for vector drawings. Both programs are aimed for professional use, and do require some skills to use some of their features, as both have such a large list of tools, that may confuse beginners.

The general rule I would use is.  If you want hard crisp edges use illustrator if you want soft effects use photoshop.  Not that one can't handle the other it's just that you will get better results if you follow that formula.

It is possible to do a background with soft effects in photoshop and then lay the text over it in illustrator.
