A table saw will do this if it's a model with a tilting blade.
This is called a bevel cut.
Depending on the angle you want, you can also get a router bit, called a chamfer bit, at the correct angle and use that.

It depends on the piece of wood you want to cut. If it is only 4" or so you can use a "chop saw" or Mitre Saw like this

Or for pieces larger or wider than 4" You should use a table saw like tivogre suggested
they look like this. They range from $119 to $3000. And you get what you pay for. the $300-500 range should suit you fine for quality, accurate cuts. If you're not going to be building much more than your arcade cabinet, this option might be a bit much.
With patience and planning a circular saw can give you "good enough" results and save you alotta $ and space.
