This has to be one of the oddest forms of protest I've ever heard of.  Original, if it's true, and clever!  I wonder if a rogue conservative with a bottle of Round-Up could be jailed for assault with a deadly weapon in this case ;)

So, 21 acres sit unused because there are 22 flowers on it?  Put them in an arboretum!

It said it was ADJACENT to wetlands, not that it IS wetlands.  All that it said was found on that site were the 22 endangered flowers that they think were planted there.

Move them to a place where they can live BETTER, and then build.

I don't know if you've ever seen a housing development go up, but, hey, that wetland is not going to last long next to one.  It was an incredibly clever move if actually planned and committed as the authorities think.
