What is easiest working way to set up jamma in this cab?

You've identified the problem.

One harness plugged into either the JPAC or the JAMMA PCB.

I've not seen it actually stated anywhere that this works, but if the JPAC is recognized by a MULTI JAMMA kit it would be possible that you could wire all your controls and not need to switch harnesses between different PCB's / MAME.

This question tells me that this project might be beyond your skill level right now. Might I suggest finishing your Mame cabinet, and then making a JAMMA cabinet. It really will be cheaper to do them separate.

An automotive example might be. Person asks question about installing a Turbo Saab engine in a toyota truck, and then halfway through the discussion indicates that he doesn't know how to remove a spark plug.  ;D

Well thats why i made this thread, i dont know what im doing on the jamma part, i just wanna play blitz and golden tee ;D Does anyone know why golden tee hasnt been emululated? World class bowling is playable and there both IT games. Thats liek the most popular game and its not emulated!

And i dont have room for 2 cabs, i just wanted one that will kill 2 birds with one stone ( jamma and mame if u didnt get that  ;))

Golden Tee isn't emulated because it is still a money maker.  IIRC, the MAME devs actually took some of the newer versions out of mame so as not to hurt the profitability of the games.

I've read almost all of the threads you have made, and never posted because I worried I would come off as a jerk, but after all of these threads, I'd have to agree with paige and say you probably aren't ready to take this on.  I'm sure you can do it, but you're probably better off setting up a MAME cab and then worrying about JAMMA down the road.  Do you have blitz and GTG pcb's sitting in your room just dying to be played?  If not, just go MAME first, learn firsthand, then read up on how to do a JAMMA cab correctly.  Otherwise, I'd worry that you will get so frustrated you might not want to finish any of it, MAME/jamma/or otherwise.
