S-video to tv, Mame32 slowdown?

Hello,
I got an old ATI PCI s-video out card from ebay, hooked it up last night and it works but it seems to slow down even old games like pac-man.  SO slow that its unplayable.  On a regular PC monitor, its fine.  Any ideas as to how to correct this?  Also, the windows taskbar on the bottom is way off the screen.  The resolution is set at 800 x 600 and it appears that I can't change it.  Any help would be appreciated!
