Strange button Issue- some buttons stay lit after shutdown

As title says, I used one of those cheap zero delay usb encoders and button kits. All works fine until I shutdown pc then 4 red buttons stay lit, that's 2 on ply1 and 2 on ply2.
I assumed it was the usbpwr setting and tried all the usual jumper and bios fixes but it is the fact that only 2 from 10 on each encoder stay lit that I cannot Fathom.
If anyone can advise a fix I would be extremely grateful.
