Problems with 60 in 1 Arcade Classics Jamma Board

I recieved a 60 in 1 board along with the purchase of a Dig Dug Machine. (Guy didn't realize it was pre-Jamma :) 

Thought I would give it a try in my Tekken Tag cabinet.  The instructions didn't really go much into hooking it up. Figured I just set the dip switches and plug it into the Jamma harness.  When I plug it in all I get is a blank screen with some lines on it.  The green light comes on the board and stays lit.  There is also a yellow light that comes on for about a second when I first plug it in and then goes out after a second.  I tried it with the dip set to both CGA and VGA and got the same result.  Bad board or bad installer? :)

When I installed mine I had a couple moments like this.  I don't think I changed any settings, but after booting into test and playing around I stopped having monitor issues.  I believe it was Dip Switch 4.  Have you tried loading into the test menu (while also having the monitor dip switch to CGA)?

Yeah, I just tried again to make sure.  turned all dips off except #4 which is test mode.  I get a greenish tented screen with some lines running through it.

Make sure the dip switch actually works.  I had to solder a jumper wire on mine.

I vaguely remember having a similar issue a while back and it had something to do with the VGA CGA switch or something. But it now escapes me.
Are you sure that nothing's shorted, like maybe the service switch wire on the jamma harness or maybe a stuck coin switch.
