Annoying Slight Zig-Zag flicker on Vertical Lines (MagnavoxTV)

I am having difficulty with getting what looks like small zig-zag flickering on the vertical edges.   It could be it is just noticeable there. I've tried adjusting in-screen menus, as well as the two knobs on the back of the tv (seem to be a brightness and sharpness setting.)

The relevant build pieces:
TV:  Magnavox 27TS73 C104 - Model number I could find on it.
Computer:
HP DC5800 w/Geforce 210 Card
TV Adapter:

Suggestions to eliminate/reduce that zig-zag flicker would be appreciated.   

A few notes/disclaimers:
1. I am not a purist.  As such, I don't really care about getting the perfect simulated experience via special cards/monitors/software, just something that is enjoyable.
2. Budget - Went with an old TV, as it is what I had.   If I need to spend 200$ worth of parts, I'll just buy a new LED/LCD TV and use that in the cabinet. 
3. Input Lag -   I see people here crying about this all the time, but have yet to actually see it. It seems more like a theoretical issue. I've tried on 3 different lcd/plasma tvs, 2 regular tv, and my computer monitor.  Could be just the way my brothers and I are used to playing.
