Sega model 3 scud race running slow, please help!

Dear forum members,
little help guys. My laptop is running star wars and lost world fine, but I know that scud race needs some messing around in order for weak processors to work. It says the default is 50 mhz, and it suggests under clocking the pc, in order to eliminate slow down. Ignorant question, how do I do that? If I lower to 25 mhz, would it work, and is there an easy way to do it (maybe through the config.ini file?) Any help is much appreciated!

if you post your file here supermodel.ini I can explain with an example of how you can find the point at which your processor and gpu are parallel.
