Police Trainer arcade with a wgr2500 & Nanao chasis board

Hello there, I am new here & new to stock arcades (have built a few mame cabs from pcs). I just picked up this arcade for $30 at my local goodwill & it said that it didnt work. I opened it up & found the power supply unplugged from the main pcb, plugged it in & viola!  Now my problem is that I cant get the vhold & hhold to fully adjust. I located the adjustment knobs by taking the front glass off & am able to fine tune it, but it is soooooo touchy & wont stay locked in. Might I have some bad caps or resistors? Any good ideas? Also, I cannot fully identify the nanao chasis board, but I think it may be a Nanao MS8-25FA.

is the picture rolling vertically or horizontally?

The picture rolls both horizontally & vertically. I can get them to roll very slow & almost stop, but it always starts moving when I take my fingers off of the pot. I will upload pictures when I get a chance
