Question about GGG button and iPac

After about 2 years, I have finally gotten back to working on my cabinet.  I had previously wired the control board using buttons from Groovy Game Gear and an Ultimarc I-Pac2.  Anyway, I installed the Ultmarc WinIPAC Interactive Panel Designer to test the wiring on all the buttons (it had been a while).  Everything looked good except one button.

The player 1 start is activating on a button release, not a button press.  The player 2 start is working fine.  Totally puzzled on this.  Did I wire something wrong?  Or do I have a bad switch?

The switch itself says (best I can tell, white on white is hard to read)

No, it's fine. That button also serves as a shift button when you hold it down, so it's waiting to see what you do with it before it registers the button push. No stress.

Hmmmm, I tried a game in MameUI and it didn't register, I guess I will have to look at my mame settings.  Thanks.

Use the winIpac application to disable the shift function if you never use it and it will act normally if you want

Are you wired on the wrong terminals on the switch so it is actually closed all the time and you're breaking the connection when you press the button? Just a thought...
