With HDPE, sure. You just have to watch out for debris getting under the router plate and gouging out scratches while you're working.

You should have no issues routing ABS. As Alfonzotan mentions with HDPE and most softer plastics, the chips from the cut can damage the workpiece. Double sided taping a piece of the same or softer material base plate on the router can help also.
