Good work!.
That drive uses pwm by pulsing the drive enable pin, but since you can only get two outputs from the serial port, we dont have an output to turn on the enable.
One other choice to reduce the speed is to lower the voltage on the drive. Of course this may require a different type power supply.
You can also use a 555 circuit to pulse the drive enable.
This would require building a timer with the 555 IC chip.
You would need an astable mode circuit.
Here is a site with some info. You can replace R1 with a pot, which would allow you to adjust the pulses.
of course, this is entirely up to you.
One other way would be to add a larger gear on the monitor shaft. This would require re-positioning your motor to. Its kinda hit or miss to get the correct speed you want,
but if you are good at math (Im not), you could calculate how big the gears need to be.

I shortened the pulses on the PWM, and made the speed adjustment on the fly a little easier.
See what you think.
Unzip this to mrotate4.exe, and replace the one you have now with this one.
if you think you may want to go back to the old one, just copy it to a different spot to save it before you replace it with this one.

Hello DaOld Man, sorry for the delay in updates. I have little space in the environment to make improvements to the project.

Come on, in this update I used the 32 inch TV, with 1 engine that was weak to turn 32 inches so I put a second engine on the L298.
In fact, these engines are for lifting car windows and not for windshields, so they are weaker, but work well with the L298.
The PWN function with these engines does not work satisfactorily.
The negative detail that I see at the moment would be a little sudden friction on the switch at the end of the rotation.
