What will a cap kit fix?

If a monitor turns on but only displays a horizontal line, does that sound like something that just needs a new cap kit? What other problems could it be?

A cap kit is typically a good start because they're fairly easy and chances are they can use a replacement.
You have a vertical deflection problem. This can be due to certain caps being bad but it can also be due to a bad vertical output transistor or ic.
