Are 60-in-1 iCade type boards illegal to accept money at arcades?

I've seen these all over the place. Laundry mats, pizza places, tattoo shops. There seems to be a resurgence of 'game locations' because of them.

I seriously doubt Tilt knows it has an illegal arcade cabinet. I'm sure they purchased it thinking it was legal just like the other cabinets there.

On a side note, I find it more interesting how many people were in that arcade. The last few times I saw my mall's arcade there wasn't more than 3 people in it and one of them was the worker.
