Definitely a board issue.
I see you have the typical Namco pcb "cage" setup..... are there multiple boards in there or just the one?
Those boards are quite dirty....
Gently pry up each end of any of the socketed chips to clean and re-seat them.
Note which end has the notch, you do not want to put any back in backwards.
See if there is a test mode that can check RAM and ROMs. (I haven't looked through the manual yet to see)

cleaning and reseating is always the first step. thats defintely a board issue and most of the time reseating the roms will fix that. That neck board...wow. get a replacemenet.

What make/model monitors are those?
Some sort of Nanao or Kortek or something?

Ok well I cleaned off the board but I only lifted one chip and I almost bent the legs..Is there a easy does it method to remove the chips and what/how should I clean them? Oh and yes the boards are in a cage and theres only one per cage..Each side has its own cage/board..As for the cracked neck board I may have a buddy who knows how to solder help me fix it..Oh and did one of you say you have a manual? Is it a scan? Either way I need to know where to plug the speakers in..I have a wire that has a molex connection at the end that goes from the speakers with a pretty short wire and for the life of me I cant figure out where it goes..Thanks
