Title: MAME UI (32) v. 124 display and folder issues

I've recently completed my MAME project : www.mymissiontomame.blogspot.com (http://www.mymissiontomame.blogspot.com)
However by constantly removing and installing the AGP video card I damaged the slot.
I was able to get a new (used) PC that I began configuring for use in my MAME cabinet.
I installed Windows XP, MAME UI (32) v. 124, my CHD's, ROM's, and all my MAME extras.
I also used a PCI video card.

However I am having a few issues with this install.
I should point out I made sure to copy the settings I used in my first MAME PC, but the issues continue.

The issues :

In the old MAME install I was able to create a folder called "FAVORITES."
When I would right click on a game I was able to send that game to my "FAVORITES."
Upon power up MAME would boot up into my FAVORITES folder and all my hand picked favorites were easily available. This was (to me) far more easy then scrolling through 6000 plus games.
However for some reason I am unable to create any folders.
Any help ?

Second Issue (The BIG One)
As noted I made sure to copy all the same settings I had used in my previous MAME PC.
The options for DISPLAY,ADVANCED,SCREEN, etc were the same.
However I am unable to get any game to display in full screen.
Also the (forgive me as I'm unsure of the name) title bar ? - When I can see the name of the ROM, the minimize,maximize,close box are all still visible. I've tried several different things however I've been unable to get any game to display in full screen. (namely for what it's worth I was trying with Street Fighter II : Rainbow)
With my previous install when I selected a game with a horizontal orientation it would display in full screen. It would fill any PC monitor (as I tried it on two) and my 25" Sony PVM monitor. Also when playing a vertical game, such as PAC MAN for example the image would be in the middle however the left and right portion of the screen black. Which was the desired effect I wanted.

I'm really bummed out as I really need this to be displaying in full screen. I'd also like to get the folder created again as I had about 200/300 favorites in my list.

All of which would really (to me) enhance my MAME experience. I'm not going to move the PC into the cabinet until I resolve the issues. Any help would be greatly appreciated.

Proud to say I fixed my video problem. It was the incorrect driver.
I ended up downloading and installing the required (specific) driver and now no issue !
Also had an audio issue, but it was for the same reason. None the less both video & audio are fixed. However I'm yet to resolve my custom/favorites folder issue.

I ended up just wiping everything out and doing a reinstall.
Now everything seems fine.
I also created a shortcut to the start up file & moved it into the start menu.
Now when you power on the PC MAME boots right up.................well not right up................but you get the picture.
