Ok got 19" wells gardner monitor free for pickup, I saw it run once with no burn in but this was like a year ago and I did not see it actually display a game.
I also have a (beatup) cabinet with a RCA F26631SE (monitor) This is actually an RCA TV that I decased and test fit in the cabinet. It fits pretty perfectly. It has s-video in, and working (but not mounted) speakers. There is alot of work left to be done to get this to finished cabinet status but this will definitely get you started I just don't have the time for it. The cab/tv are $60.
