well, a friend of mine and I want to build a few arcade sticks, and after looking around for a while, we found a design we liked, but we can't find even a remotely viable set of plans, i.e. we'd really just have to wing it on the design.
here's the stick we liked:

Are you asking how to build the case+controls, or how to construct an actual joystick?
He says on his page that he's using stock joysticks
The majority of joysticks and buttons I use consist of Sanwa, Seimitsu, and/or Happ brand parts

I recall seeing some basic plans on byrdo's site (years ago).
If not there anymore, maybe the wayback machine (http://web.archive.org/web/20041015004150/www.byrdo.org/arcade_joysticks.htm) is your friend.

Take a look [here (http://www.slagcoin.com/joystick/introduction.html)]. There is a wealth of joystick building information as well as a couple of plans/build guides.
