Title: What version of MAME did Analog settings change?

I just got the Ultimarc rotary adapter with L-30's but my mame version is .109.  I have noticed that the Ultimarc rotary insrtuctions say to change the positional analog settings, MAME .109 does not have those, so I was wondering what version of MAME did this change?  

Also here is what Ultimarc says"Just plug in, configure MAME with the keys above and go! No host software needed, no wiring, no configuration, no fuss. The Happ Controls rotary stick comes with an attached cable which simply plugs in. You may also want to go to the Input (General) settings in MAME and set the positional delay to zero and the positional sensitivity to 100% for best response."

But i can't find positional delay
