I have just found these new pc motherboards with jamma. I wonder if they are a good solution for a mame cab? Would the vga output to arcade monitor resolutions?

Only VGA by the looks of it. I'm not sure the benefit of this over the J-Pac on a normal PC. Maybe if you are cramming it into a really small space?

Acrosser mostly does Linux stuff. Their Windows support tends to be something of an afterthought (then again, sometimes running ANTHING on their boards seems to be something of an afterthought). In Linux, getting any resolution a GME965 is capable of, which would include standard res timings, is pretty easy as it's just a modeline in X. For WinXP, you'd need some way of forcing XP to do your bidding such as the ever-popular Soft15kHz or Powerstrip.
I doubt you can actually buy those things in single unit quantity, though. They're intended for OEM usage.
